| Wilford Z. Sheng, P.E., President of AESI, is a graduate of Ohio University, Athens, Ohio with a Bachelor of Science Degree in Civil Engineering and a Master of Science Degree in Structural Engineering. He has over 20 years of structural design experience and is registered in OH, MD, VA, WV & PA. Mr. Sheng joined A.E.S.I. in 1988. His design expertise includes structural design of small to medium size highway bridges including restoration of historic stone arch bridges, wrought iron truss bridges, and large modern steel girder bridges. Mr. Sheng has extensive design experience in the precast and pre-stressed concrete industry, especially working with precast manufacturing providing structural design for office buildings, parking garages and sports arenas and stadiums. He is a member of the Mid-Atlantic Precast Association (MAPA), and a member of the American Concrete Institute (ACI). Mr. Sheng was the recipient of the 2003 "Vision Award for Structural Engineering Design" of the longest county-owned bridge in Western Maryland. A native of Shanghai, China, Wilford Sheng immigrated to the United States in 1979. A.E.S.I. is a certified MBE/DBE firm in MD, WV, and PA.
Richard L. Reichenbaugh, P.E., Vice President of A.E.S.I. is a graduate of Marquette University with a Bachelor of Science Degree in Civil Engineering. He has over 30 years of engineering experience and is registered in MD, WV, VA, PA, and IL. Mr. Reichenbaugh is responsible for the scheduling, design and quality control review of all A.E.S.I. projects. He has over ten years experience in the design and construction of municipal/public projects along with over twenty years experience in design and construction of private development projects. Mr. Reichenbaugh joined A.E.S.I. in 1990. Mr. Reichenbaugh has worked on projects in 14 states. He has been active in the Maryland, Virginia and West Virginia area since 1983. He has been involved in preparing plans and specifications, costs estimating, and construction management for a variety of projects. His experience includes stormwater management, grading, erosion and sediment control, sanitary sewer, water main, and road/highway design along with wetland policy. Mr. Reichenbaugh is adept at the efficient and timely processing of plans through the complex jurisdictional maze. Along with his engineering registrations, Mr. Reichenbaugh is also a professional surveyor, and is registered in WV. Mr. Reichenbaugh is active in the Hagerstown-Washington County Chamber of Commerce, a past board member of the Hagerstown-Washington County Economic Development Commission, a graduate of Leadership Maryland, and an alumni of Leadership Hagerstown. He was the recipient of the 2002 Hagerstown-Washington County Chamber of Commerce "Small Business Person of the Year".
